    Wow, cops do anything these days to taser you. They say it could be used as a weapon. Yeah, a weapon against wrongdoing by the cops.!!!

    Unlike the john Kerry taser incident this tasering was totally unjustified The woman cop should be terminated for excessive force. Not just a slap on the wrist, TERMINATED. He should sue as well.

    Wow if the cameras can be used as weapons then maybe we should disable all cameras worldwide!! This is some governmentally ill BS!! it's good that they have tasers and not actual guns, but tasers can do damage to people with heart problems...

    Listen, seriously. With all that's going on in this world (where people can hide bombs and weapons -- you know ... that little thing called TERRORISM!!!!), why fight with the cops. They're already on edge, with their lives in danger on a daily basis. Resisting something as simple as putting down a camera is just ridiculous! I mean, Cop A tells Person B to stop doing something, Person B stops and doesn't get tasered. It's simple. Forget your RIGHTS for a second. I mean, people are so adiment about how we have these rights in this country and don't want to respect the law (or the military for that matter) that helps us do that. Get over yourselves. At least they didn't shoot you. The taser is a much better alternative.

    So Film, you are saying that we shouldn't question the government when they are doing something wrong? The problem isn't with 'resisting' the will of the cops it is that the cops told the guy to put away the camera in the first place. If it is okay for the government to put camera's on all of the street corners in the world to catch people why can't we put camera's on them.



    After all...what do they have to hide. Also to Zena...that women is a peace officer of this country. If she did something wrong then she should be punished as per the law of her city, but to wish her to be harmed off duty is one of the sickest things I have ever heard of in my life.

    Wow. I can't tell if FilmLUVER383 is trying to be funny or not. "Forget your RIGHTS for a second." ???!!! Our RIGHTS (which you appear to hold in the same esteem as a pack of Skittles) were won for us with the blood of soldiers beginning with the Revolutionary War. Choosing to ignore your RIGHTS because it shows the police in a "bad light" is choosing to ignore everything they fought for. You can give up your rights - I'll keep mine. Good cops can keep theirs too.

    Portland cops do way worse than this. They are a notorious bunch. Spend a few minutes googling it. This is kid stuff.

    jhil has it right, as Jefferson said "The tree of Liberty must, from time to time, be watered with the blood of Patriots" The police have no right to order someone to obey a command given on a whim. Some states have laws making it LEGAL to use deadly force against law enforcement officers making an illegal arrest or using unneccesary force.(Just make sure you are right, and willing to face the consequences)

    The cop was totally wrong in this situation. The man had a right to video tape his neighbor. It seems as though the cops didn't want to be caught doing something outside their rights. This cop was out of line and completely bullied. This is the sort of thing you expect to see in China or Burma, but it's not what one would expect to find in a free country.

    It's probably time to take the tasers away from the cops. Perhaps it's time we start hiring better cops as well. People who don't know right from wrong and have any good or common sense shouldn't be allowed to carry guns or be part of our police force.

    I believe the cops are justified in telling the neighbor to come down to establish his identity. If he did not comply, the cops may believe he had something to hide.



    If the cop's excuse was "he might use the camera as a weapon," that's just plain stupid. There were 4-5 cops on that property, so one video camera was not a threat as a weapon.



    I did not hear any warning by the police that they about to use force by tazer. The subject appeared to be shooting the video from high up, maybe on top of a structure. There was significant risk to the subject from falling from a height and not being able to break his own fall due to paralyzed motor function.



    I wish I knew the context of the search they were conducting...were they searching for an armed felon who had just killed someone or something equally serious? That could go a long way in explaining why the cops were so aggressive. All we have here is a video/sound byte... but it looks pretty damning for the cops. The cops have a duty to warn when they are about to use force that can cause harm!!

    This guy should have been tasered. When a police officer gives you a direct order, it is not a request. If you feel that it is unlawful, the place to dispute it is in court, not whne they are standing in front of you with a gun or taser.

    I am usually FOR the use of tazers when people don't listen to cops, but this is the most disgraceful use of force I have seen in a while! Of course, without ALL of the video, you never know what really happened! This is the same kind of "Selective" view that was used for Rodney King to make people irate! (Although, for the record, I believe they went overboard with that idiot too!)

    Let me take the weapon metaphor a bit further. "The pen is mightier than the sword" was an adage in a early 19th century play, ever since being co-opted by American Democracy. But is it? Can the pen holder be guilty of anything but expressing his or her constitutional right of expression of free speech? Is the police officer really afraid of the camera as a 2lb chunck of plastic to be hurled at the officers, or as a career ender because of its ability to record police brutality, warrant less searches and illegal police activity? Any police, military personnel and government official who doesn't see the small handheld camera as a weapon of democracy is a fool, and until they dismantle the constitution (yes, they are trying) the pen/mic/camera IS mightier than the sword. It will be a great day in America when there are more DV cameras then there are guns.

    As far as tasers go, yes the police have a very difficult job, but with all the deaths we have seen with taser brutality in the last 3 months, shouldn't we seriously examine this? How many times does taser brutality happen when there is no cameras or witnesses?     The man was within his rights to videotape. Too many people with a god complex become police officers solely to rule over people. The woman cop, the police dept. and the city should be sued until bankrupt. The only thing worse than what the police did are the idiots here saying they were justified. This is NOT America when this can occur!

Description: Portland, Oregon resident Frank Waterhouse is tased by police after he refuses to stop recording video of police searching his neighbor's property.

After arresting Waterhouse, one officer wrote that the Taser gun was used because he "had refused to drop the camera which could be used as a weapon."

This is the final 27 seconds of what he was filming before he was attacked. (less)
