Steven Seagal and Ja Rule are partners in crime who get sent up the river together--actually, to the new Alcatraz, the newest, highest-security prison in the country. They've also got $200 million stashed away which some thugs want to steal. The thugs break into the prison and take it hostage in an effort to locate the money.
